Minister David Freud: benefit caps are 'not draconian'

David Freud, Welfare Reform minister, says the new caps on housing benefits are "not draconian" as he defends the government ahead of a debate by MPs on plans to limit the payments.

He said it was unfair for working people paying taxes to supporting those on benefits to lives in more expensive homes, but changes would not lead to a "real" increase in homelessness.

Ministers are proposing a £400-a-week limit for the largest homes or £250-a-week for one-bedroom flats.
