Planning reforms: Simon Jenkins and Stephen Hammond

National Trust chairman Simon Jenkins has claimed that England has no shortage of building land lying vacant in towns, but advertising hoardings in half the fields along the M1 show what could happen if rules are relaxed further.

He said the first draft of planning guidelines for planning was a "bad document" as he discussed the revised paper, which is due out on Wednesday.

Stephen Hammond, Parliamentary secretary to minister Eric Pickles, said all previous protections would remain in place - but 1,000 pages of planning would be reduced to 56 pages of rules.

He had not seen the new document but said there would be changes and added: "We will listen to what people have said to us."
