Lord Heseltine: Towns and cities need more say on economy

The former Conservative deputy prime minister, Lord Heseltine, has used a report commissioned by Downing Street to challenge the government to take bold action to stimulate the economy.

He said billions of pounds of funds to help businesses should be distributed locally, rather than by central government.
