Grant Shapps: Welfare system 'will be less cruel'

Changes to the welfare system will make it less "cruel", Conservative Party chairman Grant Shapps has said, because the present system "costs people to go and work."

The changes, which come into effect from Monday, include capping rises on working-age benefits at 1%.

But four churches have issued a joint statement accusing the government of making unjust cuts that target the most vulnerable people in society.
