We don't know 'intention' of expenses misreporting

Claire Bassett, chief executive of the Electoral Commission, told the Today programme they do not know what the intention was behind the Tory mis-reporting of expenses.

The Conservative Party has been fined £70,000 by the Commission for breaking election expense rules. Claire Bassett says they have referred the case to the police to investigate if the declaration was "knowingly or recklessly" signed.
