Expenses: 'There's no vast criminal conspiracy'

Conservative MP, Sir Oliver Letwin, tells Today that he thinks there is not a "vast criminal conspiracy" at the heart of mistakes in expenses reporting and says he suspects it is simply human error.

The Conservative Party has been fined £70,000 by the Electoral Commission for breaking election expense rules.
