Brexit: No spending on 'no deal' plan yet

Philip Hammond tells MPs he won't spend taxpayers' money now preparing for a 'no deal' Brexit outcome "just to make a point" to the European Union.

The chancellor suggests he will wait until "the very last moment" to make a decision - saying that to allocate resources earlier could potentially deprive the NHS and schools of cash.
