Council complaints systems criticised

The Scottish public services ombudsman is strongly criticising local authorities and housing associations for their handling of complaints.

Jim Martin says complaints systems were often cumbersome and bureaucratic.

Mr Martin believes there is "a lack of customer focus in public services".
