Court fear for listed building owners in Wales
People could be put off buying some of Wales' most historic buildings because they fear being taken to court, BBC Wales has been told.
Ministers want to give more councils the power to decide over listed buildings.
Five local authorities currently have this special status.
But a BBC Wales Today investigation has revealed that one of them - Carmarthenshire - has spent tens of thousands of pounds prosecuting owners.
