Being taken into care was worse than home life, says Lucy

A BBC Wales investigation has discovered that the country's most vulnerable children are at risk of being exploited because councils are not following the appropriate procedure when they move them to another county.

One of Wales' leading children's charities, Tros Gynnal Plant, says that children in care who move from one authority to another are often targeted by paedophiles and can be invisible to social services, schools and health workers.

Reporter India Pollock spoke to one recent care leaver called Lucy who is now aged 20.

She was moved more than 10 times in the five years she was in care.

The Association of Directors for Social Services Cymru said a "minority" of children were placed outside their local authority and there were inconsistencies but denied children were "lost" in the system or neglected.
