Welsh government urged to be cautious over council mergers

Opposition parties are urging the Welsh government not to rush into cutting the number of local authorities in Wales.

The warning comes ahead of a key report, being published on Monday, that is expected to recommend that councils should be reduced from 22 to 12 or fewer.

The final decision will be made by First Minister Carwyn Jones and the Labour-led government.
