Deadline day for Welsh councils to set budgets
Tuesday is the deadline for local authorities to finalise their budgets and decide where the axe will fall.
Wales' 22 councils have to save £290 million and services are being cut and even stopped in some areas.
They are raising money by increasing council tax and on average it is going up 4.2%.
For a Band D property that means an extra £42 a year.
Economics correspondent Sarah Dickins has been to Tredegar in Blaenau Gwent, where they pay the highest Band D council tax in Wales.
