Wales' council tax unfair, says economist Gerry Holtham
Council tax in Wales is unfair because it charges proportionately more for cheaper houses than expensive ones, according to the economist Gerry Holtham.
The expert chaired the commission into how Wales is funded under the devolution settlement.
He thinks council tax for people in the lowest band should be halved while bills for the highest band would almost double.
