Measuring devolution: Carwyn Jones defends wind energy

We're looking at the impact of 15 year of devolution, including on the environment.

First Minister Carwyn Jones told BBC Wales' political editor Nick Servini that the Welsh government has been attacked over big wind farm projects but the decisions were outside its control.

However, he also concedes that the only alternatives could be shale gas or imports from Russia.

Meanwhile, Michael Phillips, principal consultant with Machynlleth-based renewable energy firm Dulas said Wales was "woefully short" on meeting emission targets and the promised low carbon revolution had been a "whimper."
