Wales devolution: Barrier to tax referendum 'still there'
First Minister Carwyn Jones has rejected calls for a referendum on income tax powers for Wales, denouncing David Cameron's pledge of minimum funding as a "vague promise".
Announcing plans for further devolution, the prime minister said it removed "the last remaining barriers" to a public vote on tax powers.
Mr Jones said there had been no improved commitment by the UK government to fairer funding, claiming the "huge barrier" to a referendum was "still there".
