Welsh Assembly expansion: Vaughan Roderick's view

BBC Welsh Affairs Editor Vaughan Roderick says the fate of plans to expand the Welsh Assembly lies in the hands of Labour, which would lose its in-built advantage under the current electoral system.

An expert panel has recommended increasing the number of AMs from the current 60 to between 80 and 90.

It suggested they be elected under a more proportional system than at present, with quotas to boost the number of women members, and the option of "job share" members to further improve diversity.

The panel also called for the voting age for assembly elections to be lowered to 16.

Any changes would have to be passed by a two-thirds majority in the assembly.
