Kunduz strike: State sponsor for fact-finding inquiry

The international president of Medecins Sans Frontieres (MSF), Dr Joanne Liu, has told BBC HARDtalk a nation state has come forward to ask for the activation of an International Humanitarian Fact-Finding Commission (IHFFC) to investigate the US bombing of the MSF hospital in the Afghan city of Kunduz.

The IHFFC is not a court, but gathers facts and submits recommendations. For an inquiry to start, the parties in dispute must consent.

At least 22 staff and patients were killed in the US bombing earlier this month.

The US has said that strike was a mistake and that it was trying to target Taliban insurgents.

President Obama has apologised to the MSF president and the Afghan leader for the incident and the Pentagon has announced it will pay compensation for those killed and injured in the strike.

A number of inquiries have been ordered - by the US Department of Justice, the Pentagon, Nato and an American-Afghan team.
