Barroso optimistic in first state of union address

The President of the European Commission, Jose Barroso, has given an upbeat assessment of the EU's economic prospects in his first state of the union address to members of the European Parliament in Strasbourg.

Mr Barroso stressed the importance of economic reform in the EU and improving investment opportunities.

He told MEP's that the economic outlook in Europe was improving.
