Barroso outlines details of the eurozone debt deal

EU Commission President Jose Manuel Barroso has outlined details of the eurozone debt deal to the European Parliament.

He said there would be a new EU commissioner for the euro to guarantee 'independence, objectivity and efficiency' and he gave details of a proposed financial transaction tax.
