How far can Denmark set Europe's agenda?

Denmark has just taken over the Presidency of the European Union.

Its government says it wants to make sure all 27 countries of the EU, including Britain, move forward together to confront the current economic problems.

But it does not want to end up with a Europe run by France and Germany. Denmark currently opposes the financial transactions tax proposed by President Sarkozy and Angela Merkel.

To what extent can a relatively small country like Denmark set the agenda?
