Refugee quotas proposed by European Commission

The European Commission is proposing that all EU member states have a quota of refugees they must take in.

It is an attempt to try and deal with the thousands of migrants who are crossing the Mediterranean Sea into Europe illegally, risking their lives in the process.

Leaders are due to debate the plans, which include resettling 20 thousand migrants over five years, in next month's EU summit.
