Croatia minister: 'No way of stopping people arriving'

The Czech Republic says it would be illegal for the EU to impose compulsory quotas forcing member states to accept refugees arriving in Europe.

The warning comes ahead of a meeting in Brussels where the proposed quota system could be adopted.

Eastern European governments remain opposed to the plan.
