How important is removal of Cuba from US terror list?

The US State Department has recommended to President Obama that Cuba be removed from its official list of states said to sponsor terrorism.

Cuba was first put on the list in 1982 for offering sanctuary to militant ETA Basque separatists and Colombian Farc rebels.

Removing it from the list would allow the two countries to reopen embassies and ease restrictions on Cuba's access to loans and aid.

Meanwhile, President Obama and the Cuban leader Raul Castro have arrived in Panama to attend the Summit of the Americas where they are expected to formally meet for the first time.
