Online shoppers in the Gulf often struggle to pay for their purchases. Cards are often declined and some banks are wary of online transactions.

Foreign credit cards are not accepted everywhere, even in cosmopolitan Dubai.

Global payments provider PayPal is expanding its presence here, claiming a much smoother experience for all concerned.

So is this a turning point for online commerce?
