Does Rouhani's British link bode well for reform in Iran?

The British government has declined an invitation to attend the inauguration of Iranian President Hassan Rouhani, despite indications he wants to reach out to Western countries.

Mr Rouhani has strong links with Britain, having studied Islamic law as a post-graduate student in Glasgow, and some of his former academic supervisors believe he could bring reform to Iran.
