Lagarde: European Banking Union 'an absolute necessity'
A European Banking Union is "an absolute necessity", says Christine Lagarde, head of the International Monetary Fund.
She told BBC HARDtalk's Stephen Sackur that Cyprus was probably the most difficult recent bailout - and hoped it would finally convince eurozone members of the need for banking union.
