Washington Navy Yard shooting: Reports 'shooter is down'

A gunman has shot "several" people at the Washington Navy Yard, a naval installation in the US capital, the US Navy has said.

The BBC's Joan Soley is near the scene in Washington, and says police at the scene believe the "shooter is down".
