The country has long prided itself on its multicultural approach, but there is now a debate over the number of immigrants and where they come from.

In Quebec, where the authorities are reviewing the province's policy for the first time in 25 years, language further complicates things.

How can the French-speaking province accommodate English-speaking immigrants - from other parts of Canada as well as from all over the world - and still preserve its distinct identity?

We met one family who say they are still made to feel like outsiders despite having all learned to speak French fluently.
