    The prime minister is due to deliver a speech this morning where he will promise to "root out 14 years of rot and reverse a decade of decline".

    Sir Keir Starmer is expected to speak at 10:00 BST in Downing Street's rose garden.

    It comes a week before Parliament returns from a shortened summer recess on Monday.

    His speech will be in front of an audience of around 50 members of the public he met on the election campaign trail, including small business owners and firefighters.
