Mr Boyle asks Mr Rudukabana about a claim in his witness statement that knife carrying at the Range High School was "pretty common" and questioned if expelling his brother was to "make an example" of him.
This has been strongly denied by school management, with head teacher Mr McGarry telling the inquiry there had been no incidents of knife carrying in the six years since 2019.
Mr Rudukabana said he "trusts" his friends who told him this information.
Mr Boyle asked if he was downplaying his brother's behaviour.
He said "No, no, no, I'm referring to the general situation.
"I mean the school has denied he was being bullied. But his actions, this situation that was aced was not simply in isolation of the circumstances he's under."
