    He says last year's festival did not have any indicators that police would need to do "anything that we wouldn't have done for any other community festival".

    Last year there were "zero issues with police" and for this year "none of the indicators were there to do anything to a higher threat level".

    He adds that he can't give further details on ages but calls it a "tragedy all around for many families".

    Rai continues to say there were no known threats either against the event or the Filipino community.

    He adds that after consultation with the City of Vancouver and event organisers it was decided that dedicated police officers and heavy vehicle barricades would not be deployed.

    He says he is confident the risk assessment was "sound" but that circumstances surrounded planning of the event will be reviewed.

    Rai says more than 100 police officers are working on the case.

    "They have been providing comfort to the injured, interviewing eyewitnesses and collecting key pieces of evidence from throughout the crime scene," Rai says.

    Rai says a risk assessment was done before the event in which officials determined no heavy vehicle barricades were deemed necessary.

    "While I'm confident the joint risk assessment and public safety plan was sound, we will be working with our partners at the City of Vancouver to review all of the circumstances surrounding the planning of this event," he says.

    Rai says he is not prepared to speak about the potential motive, but says he can now say with confidence that the evidence does not lead police to believe it was act of terrorism.

    The person in custody has a significant history of interactions with police and healthcare professionals "related to mental health", he says.

    It is impossible to overstate how many lives have been impacted forever "by this lone individual", he says, adding there are many unanswered questions about why this "horrific crime happened", the motive, and if anything could have been done to prevent it.

    We've just heard from former Prime Minister Justin Trudeau via a post on X.

    "My heart goes out to the loved ones of all the victims of the tragic attack at the Lapu Lapu Festival in Vancouver," he writes.

    "I join all Canadians in standing with the Filipino community at this difficult time."

    Canada's left-wing New Democratic Party says campaign events have been cancelled for the rest of the day following the incident in Vancouver.

    Party leader Jagmeet Singh will instead address the media later in the morning local time, the party says.

    As a reminder, Canada's federal election takes place tomorrow.

    France's President Emmanuel Macron says: "Following the tragedy in Vancouver, I extend our solidarity to Canadians and the Filipino community."

    UK's foreign minister David Lammy says he is shocked and deeply saddened by the event. "Our thoughts are with all of those affected, their families and loved ones."

    Ukraine’s foreign minister Andriy Sybiha sends condolences to the Canadian people. "We in Ukraine know the pain of loss. Our hearts go out to the victims loved ones."

    Czech Republic's foreign minister Jan Lipavský says the country "strongly condemns this horrific act of violence".

    Mary Simon, Governor General of Canada, has shared her reaction to the car ramming attack in Vancouver.

    She says she extends her deepest condolences to the families and loved ones of the victims of the attack.

    "A joyous celebration of Filipino culture, community and heritage ended in loss of life and serious injuries as a result of a horrific act."

    She also expresses gratitude to the first responders who rushed to the scene.

    "Your courage, dedication, and swift action in the face of such devastation are deeply appreciated," she says.

    We've just heard from Canada's Conservative Party leader Pierre Poilievre who says he knows many are "shocked, heartbroken and saddened by this "senseless act of violence".

    He says all Canadians are united in solidarity with the Filipino community in mourning the loss of these "treasured lives".

    Speaking from a church in Mississauga, Ontario, Poilievre adds the loved ones of those who lost their lives will have a "deep hole in their hearts today, and we will try and fill that with love.”
