Summary

  • Vladimir Putin has visited Kursk for the first time since Ukraine's incursion across the border, Russian media reported, as Moscow claims to have recaptured more of the region

  • It comes as the White House confirms Donald Trump's special envoy Steve Witkoff is going to Moscow for talks on a US-proposed ceasefire plan backed by Ukraine

  • It was agreed on Tuesday after Ukrainian officials held talks with the US

  • Earlier today, Trump said a ceasefire deal "would be 80% of the way to getting this horrible blood bath [to end]"

  • Zelensky has said "everything depends on Russia", calling on Moscow to respond to the proposal

  • But Russia has said it would wait to be briefed by American officials before commenting - and that it's "studying statements"

We were live on air on BBC Breakfast as US Secretary of State Marco Rubio walked past heading into the meeting. I asked him what he expects from the talks with Ukraine today. "[It'll] be good," he responded.

What the Americans want from this is a sign that – from their perspective – the Ukrainians are now committed to the process that President Trump wants to put in place - that is basically a quick truce between the Ukrainians and the Russians.

The big fear from the Ukrainians is that would take place without a security guarantee that would effectively police that ceasefire.

I asked the Ukrainian top aide to Zelensky, Andriy Yermak, about that before he went in.

He said they will still seek that security guarantee, but he added that today is much more about a constructive process for how to move towards a ceasefire.

Ukraine says it's going to adopt a "constructive tone" with these talks.

For Kyiv this is more like "operation patch up" - making up with Donald Trump and the White House after that very public row in the Oval Office a couple of weeks ago.

If you ask the American side, they say things are looking positive, they're moving in the right way, but these are going to be very difficult discussions.

Ukraine's very future could be moulded in a conference centre in the Ritz Carlton hotel in Jeddah.

They will discuss what are called "security protocols" and "territorial issues" which could translate as what America is willing to give Ukraine, as long it is willing to give up certain territories to Russia.

Until now, Ukraine has been very reluctant to go into specifics, but it has no choice but to engage in these talks because of Europe and Ukraine's continued reliance on America's military might.

Ukraine is still after a security guarantee from America, that it would step in if Russia was to invade once more after a ceasefire was signed. This is an assurance the White House has so far refused to give.

After this meeting in Saudi, US Special Envoy Steve Witkoff could well meet Vladimir Putin in Moscow later this week.

If Ukraine and America agree a "peace framework", will Russia too? And what will it concede?

Earlier we heard from Andriy Yermak, the head of President Zelensky’s office, who said Ukrainian negotiators are "getting ready" for key talks with the American delegation.

“Our team has arrived. We’re getting ready to work,” he said on Telegram.

“Defending Ukraine’s interests and a clear vision of ending the war, we will effectively work with our American partners,” he added.

The Ukrainian delegation also includes Foreign Minister Andriy Sybiha and Defence Minister Rustem Umerov.

Among the American negotiators are Secretary of State Marco Rubio, National Security Adviser Mike Waltz and special envoy Steve Witkoff.

The mood in Moscow ahead of the US-Ukrainian talks in Saudi Arabia is not one you would describe as readiness to compromise.

Over the past few days, there's been no hint from Russian officials that they are willing to make concessions. Instead, there's a determination to push on with the war.

The Russians believe they have the initiative on the battlefield and they are buoyed by what they see as political support from the White House.

Everything Donald Trump has been saying and doing in recent days has been putting intense pressure on Ukraine. There's no sign yet of Washington putting pressure on Moscow.

Together that is fuelling Russian officials' confidence that things are going their way right now.

  7. Talks under way in Saudi Arabia - Ukrainian foreign ministrypublished at 09:14 Greenwich Mean Time 11 March

Talks between US and Ukrainian officials are now underway in Saudi Arabia, according to Ukraine's foreign ministry.

As a reminder, the Ukrainian team will be represented by Zelensky's head of office Andriy Yermak, the country's national security adviser and several foreign and defence ministers.

US Secretary of State Marco Rubio will represent the US delegation alongside National Security Adviser Mike Waltz and US Middle East envoy Steve Witkoff.

We'll be keeping an eye out for any developments here and in Russia, so stick with us.

The overnight drone attack in Russia has come hours before a crunch meeting between American and Ukrainian officials about ending the war.

US Secretary of State Marco Rubio has said he will assess Ukraine’s intentions and report back to President Donald Trump, in this critical meeting upon which Ukraine’s future could hang.

Rubio has hinted the administration is ready to restore military and intelligence support if it sees Ukraine is willing to do what Trump wants, having so far labelled the country as not committed to the president’s demands for a quick truce with Russia.

Asked by the BBC if suspending help to its ally amounted to appeasement of Moscow, Rubio said the move was instead meant to compel Kyiv to come to the table.

Zelensky is also in Jeddah, Saudi Arabia, but so far his attempts to show regret after being told to leave the White House have not resulted in a reprieve and he is not expected to join the talks directly.

His officials have signalled they are prepared to sign up to the US president’s process but are likely to want to see guarantees of a clear enforcement mechanism for any ceasefire with Russia.

The overnight attack in Moscow comes hours before planned talks in Saudi Arabia between Ukrainian and US officials, where Zelensky's head of office Andriy Yermak is expected to speak with US Secretary of State Marco Rubio.

The meeting between the two delegations follows a clash between Zelensky and Trump at the White House last month, after which the US paused military aid and intelligence sharing with Ukraine.

Rubio has said that he hoped the pause in aid could be "resolved" but that the negotiations on Tuesday "would be key to that".

The suspension "came about because we felt that they [Ukraine] were not committed to any sort of peace process", he said, and "if that changes, obviously our posture can change".

In his video address late on Monday, Zelensky said he was hoping for a "practical result" at the talks and his country's position would be "constructive".

Separately, Zelensky landed in Saudi Arabia on Monday to meet Crown Prince Mohammed bin Salman but he is not expected to be formally involved in the talks today.

According to Bloomberg and Axios news websites, citing unnamed sources, the United States Special Envoy to the Middle East, Steve Witkoff, is planning to meet Russian President Vladimir Putin in Moscow later this week.
