    The mood remains pretty lacklustre. US officials would have liked to have been telling the boss that they’d got the meeting he wanted - a Trump-Putin summit.

    But it’s not happening. Instead Rubio’s heading to another meeting with senior Turkish and Ukrainian officials.

    So far these are "the talks that haven't happened".

    Yesterday, we heard Volodymyr Zelensky say here in Turkey that he was ready, willing, and eager to meet Vladimir Putin.

    It was Putin himself who suddenly suggested last weekend there should be peace talks without preconditions and he came up with the time and the place - but in the end he didn't arrive.

    The Ukrainians were unhappy with the level of the Russian delegation. They said it consisted of "low-level" officials who had no decision making power.

    Now, the head of the Russian delegation, who is an aide to the president, says he will be waiting for the Ukrainians to turn up.

    The Turkish, who are facilitating the proposed peace talks, will be straining every sinew to try to get the two sides into the same room together.

    The overriding backdrop to this is that what President Trump has said renders it more or less meaningless. He said "nothing will happen until I meet President Putin directly".

    No doubt that is true but that renders what is - or what is not happening - today in Istanbul pretty meaningless.

    It runs the risk for the Ukrainians of consigning president Zelensky to the side lines - that has been his great fear, that a deal would be done around him.

    Certainly the feeling among the Ukrainian side is Trump consistently shows his bias towards Putin - remember that Zelensky was the one who jumped, ran and came to Turkey while Putin stayed away - but there wasn't a critical word from the American leader.

    Russian President Vladimir Putin had called for direct talks between Moscow and Kyiv to take place in Turkey yesterday. They did not happen.

    Ukrainian President Volodymyr Zelensky had challenged Putin to attend the talks but the Kremlin announced yesterday that the Russian president would not.

    Instead, Russia sent a delegation - consisting of two deputy ministers and the military head of the secret service.

    In a news conference after meeting Turkey's President Erdogan in Ankara, Zelensky accused Russia of sending "stand-in props" to the peace talks, criticising Moscow's team of being "low-level".

    Donald Trump told reporters on Air Force One that progress is unlikely to happen unless he and Putin meet.

    US Secretary of State Marco Rubio agreed with the president, saying: "I don't think we're going to have a breakthrough here until President Trump and President Putin interact directly on this topic."

    Zelensky has said he will send a delegation to talks in Istanbul, headed by Ukraine's defence minister.

    That brings us up to this morning, as the Russian delegation say they are waiting for the Ukrainians and Rubio is on his way to Istanbul for a meeting with Turkish and Ukrainian officials.

    Today will likely be the day when Russia and Ukraine restart direct talks about ending this war.

    Hopes are low and not getting any higher, but at least they’ll be in the same room – for the first time in three years.

    After spending the whole of yesterday waiting here in Istanbul, the low-level Russian delegation led by presidential adviser Vladimir Medinsky is expected to be met by Ukrainian Defence Minister Rustem Umerov.

    US Secretary of State Marco Rubio is also in town, even though he says he is not expecting much to come from the talks.

    Russia’s demands remain as maximalist as ever, but Mr Medinsky said Russia was prepared to discuss “compromises”.

    What exactly they are is unclear.

    US Secretary of State Marco Rubio said yesterday he was sceptical of a peace deal being struck between Ukraine and Russia during talks in Turkey.

    Rubio is travelling from Antalya to Istanbul for a meeting with senior Turkish and Ukrainian officials.

    Speaking yesterday, after a meeting of Nato foreign ministers, he said: "I want to be frank we don’t have high expectations, of what will happen tomorrow, and frankly at this point I think its abundantly clear that the only way we are going to have a breakthrough here is between President Trump and President Putin."

    He added that he doesn't believe "anything productive is going to happen from this point forward".

    Rubio says Ukraine and Russia need to engage in a "frank and direct conversation, which President Trump is willing to do".

    We're restarting our live coverage of Ukraine-Russia peace talks, as delegations from Moscow and Kyiv could have their first direct meeting on the war in Ukraine since 2022.

    US Secretary of State Marco Rubio is also heading to Istanbul today. He's expected to hold several hours of talks with senior Turkish and Ukrainian officials.

    This follows a day of waiting for talks between Ukrainian, Russian and US delegations in Turkey. Ukrainian President Volodymyr Zelensky accused Moscow of not being serious about talks, criticising the "low-level" delegation sent by Moscow. But he also confirmed Ukraine would send a delegation for the talks.

    Earlier, Trump, who is visiting the Middle East, suggested that significant progress in peace talks was unlikely until he and Putin met in person.

    This was echoed by Rubio, who said: "I don't think we're going to have a breakthrough here until President Trump and President Putin interact directly on this topic."

    It has been a whole day of 'will they, won't they' when it comes to peace talks happening between Ukraine and Russia in Turkey.

    And the answer appears to still be: unclear, but it could happen at some point tomorrow.

    Negotiators from both countries, as well as a delegation from the US, are currently in Istanbul - the planned location of the talks - awaiting next steps. Presidents Zelensky, Trump and Putin will not be in attendance.

    Putin announced only this morning that he would not attend himself, opting to send a delegation headed by presidential aide Vladimir Medinsky. This resulted in Zelensky accusing Russia of not being serious about talks.

    Zelensky, instead, is sending his defence minister Rustem Umerov to represent him.

    In a press briefing a short while ago, US Secretary of State Marco Rubio - who will meet with the Ukrainian delegation on Friday - said he didn't have high expectations for the negotiations.

    "It's my assessment that I don't think we're going to have a breakthrough here until the president [Trump] and President Putin interact directly on this topic," Rubio said.

    I just asked US Secretary of State Marco Rubio whether the US is putting the pressure of a deadline on Putin to make him do what Trump wants.

    At his press conference here in Antalya, Rubio basically dodged my question – instead of talking timelines, he called for a Trump-Putin summit as the only way to make progress.

    This is the Americans’ latest demand of Putin, replacing the possibility of Putin-Zelensky summit this week (which the Ukrainian president proposed and Putin ignored).

    "The president's willing to stick with this as long as it takes to achieve peace. What we cannot do, however, is continue to fly all over the world and engage in meetings that are not going to be productive again,” said Rubio.

    He added that the only way now for a “breakthrough” was by Trump “sitting face-to-face with President Putin and determining once and for all whether there's a path to peace" (watch part of that moment below).

    This is yet another shift in the US position.

    The administration has gone from first demanding an immediate month-long truce, to conceding to Moscow’s far more limited ceasefire proposal (which never materialised), to last weekend deflating a European ultimatum for Putin to agree to a 30-day truce by the start of this week.

    And then finally, backing Putin’s proposal instead for Russia-Ukraine talks in Istanbul today - which so far have not happened.

    Each call by the Americans for Putin to deliver has ended in him successfully moving the goalposts. Washington is once again setting no deadline on the latest shifting objectives.

    As we've been reporting, Zelensky confirmed a bit earlier today that he would be sending a high-level delegation to Istanbul for potential talks with Russia and it would be led by his defence minister: Rustem Umerov.

    But who is Umerov?

    The Ukrainian defence minister's appointment to the role back in 2023 was of note, as he is a Crimean Tatar and a Muslim.

    This was seen as a signal that the country was serious about returning Crimea to Ukraine, which Russia annexed back in 2014.

    The 41-year-old is a government official who previously headed Ukraine's State Property Fund, but is best known for negotiating with Russia and for organising successful prisoner exchanges.

    He is an active member of the Crimean Tatar ethnic community, and has tried to reinstate its cultural identity and its place in the world.

    Foreign ministers gathered in Antayla for an informal meeting of the defence alliance with smaller groups also holding separate discussions.

    Elsewhere in Turkey, Ukraine’s President Volodymyr Zelensky met with Turkish leader Recep Tayyip Erdoğan in the country's capital Ankara.

    But it was in Istanbul we had expected to see the most action today - with Russian and Ukrainian delegates due to meet for the first face-to-face talks since 2022.

    The talks appear to still be on the cards - although neither Putin nor Zelensky are set to attend - with precise details on timing not yet confirmed.

    As we've been reporting, there are three separate cities across Turkey where world leaders and foreign diplomats are meeting to discuss the Ukraine-Russia conflict.

    We can now bring you some details of the talks US Secretary of State Marco Rubio had with European foreign ministers while he was attending the Nato meeting in Antalya earlier today.

    US government spokesperson, Tammy Bruce, says foreign ministers from Italy, France, Germany and the UK all agreed with the US on the need to increase "Nato burden-sharing" and increase European defence spending.

    The statement adds that Rubio briefed the ministers on Trump's efforts to stop the war, while underlining that European leadership is "critical" for negotiations.

    As we just reported, Kremlin aide Vladimir Medinksy has been addressing the media in Istanbul.

    He says Russia considers the talks in Istanbul as a continuation of the last face-to-face talks held between Ukraine and Russia in 2022.

    Medinsky says Russia is "ready" to discuss "possible compromises" and is in a "working mood".

    He adds that his delegation - which Zelensky earlier called "low-level" - consists of "chief officials of all relevant authorities".

    Meanwhile, as President Zelensky has just finished taking questions from reporters in Ankara, we've just finished hearing from the Russian delegation that's in Istanbul.

    Russian delegation leader Vladimir Medinsky says that Russia is “ready to discuss the resumption of talks in Istanbul.

    "We are ready for possible compromises, we’re ready to discuss them," he adds.

    He reiterates that the delegation are "minded to work".
