    The Conservative will be publishing their first "English manifesto" where they will be setting out their plans for English votes for English laws.

    What usually happens with these things is that “they disappear into a constitutional quagmire", the BBC’s assistant political editor Norman Smith tells the Today programme.

    But the Conservatives hope to fast track the plans and have them in place by the next Budget.
