    According to The Guardian, external, the Conservatives' manifesto will mean more elderly people having to pay for their own social care in the home and lose universal benefits, which Theresa May will say later is difficult but necessary to tackle the crisis in funding, external.

    Introducing the party’s election manifesto, the prime minister will say it is the “responsibility of leaders to be straight with people about the challenges ahead” as she unveils a controversial policy that would reduce the value of estates that many people hope to pass on to their children, the paper reports.

    "The policy will be a flagship measure in the Tories’ election manifesto, which the prime minister will pitch as a programme for solving some of the challenges facing Britain.

    "It means wealthier people with more than £100,000 in assets will have to pay for their own elderly care out of the value of their homes, rather than relying on the council to cover the costs of visits by care workers."

    The paper adds: "The Conservatives, external will attempt to soften the blow by promising that pensioners will not have to sell their homes to pay for their care costs while they or a surviving partner are alive.

    "Instead, products will be available allowing the elderly to pay by extracting equity from their homes, which will be recovered at a later date when they die or sell their residence."

    A follow-up on Sir Andrew Dilnot's interview on Today earlier, when he didn't exactly welcome the Tory plans to overhaul social care funding with open arms.

    Sir Andrew, whose review of the social care system was published in 2011, said the Tories' proposals showed a "less than full understanding" of the problems and would leave people "helpless" and on their own until they were down to their last £100,000.

    He also warned the proposals would leave the majority of people receiving care in their own home worse off.

    Sir Andrew's review recommended a cap on social care costs, while Theresa May's plans will offer protection from the cost of social care for people with assets of £100,000 or less.

    Sir Andrew told Today: "They're tackling completely different questions and the disappointment about these proposals, that we're expecting to hear in the Conservative manifesto later, is that they fail to tackle what I'd argue is probably the biggest problem of all in social care, which is that at the moment people are faced with a position of no control.

    "There's nothing you can do to protect yourself against care costs, you can't insure it because the private sector won't insure it and by refusing to implement the cap, the Conservatives are now saying they're not going to provide social insurance for it.

    "So people will be left helpless, knowing that what will happen is if they're unlucky enough to suffer the need for care costs, they'll be entirely on their own until they're down to the last £100,000... of their wealth including their house."

    Health Secretary Jeremy Hunt has defended his party's plans to curb the rising cost of social care on the Today programme.

    The policy, due to be formally announced in their manifesto launch later today, will promise no-one will have to sell their property in their lifetime to fund residential or home care.

    Instead, the cost of care will be taken from their estate - if it is worth at least £100,000 - when they die. Mr Hunt said this was "not a death tax" because it "wasn't a tax".

    He says Theresa May was home secretary in charge of immigration policy when Britain was in the EU, suggesting that she would know this policy is achievable.

    He claims the government is "listening to the message" from those who voted for Brexit, which was that "they wanted control of our borders and they wanted immigration reduced".
