    Tonight: A cloudy evening across the East with outbreaks of showery rain. Showers will become more persistent and heavy into the night, with light winds becoming northerly. Lows of 13C (55F).

    Tomorrow: A cloudy, damp start across the south of the patch. The rain will clear and it'll become dry with sunny spells. But it'll be a fresh one - with a chilly northerly wind. Highs of 20C (68F) in the south and west, 16-17C (61-62F) further north and east.

  6. Building contractor fined two years after worker's deathpublished at 17:31 British Summer Time 11 July 2017

    A building contractor has been fined £10,000 - and ordered to pay costs of the same amount - two years after the death of a worker.

    Electrician Sukhdev Kundi, 60, fell from the second floor to the ground inside a house in St Albans on 30 May 2012.

    The home he was working in was being part-demolished and converted into four maisonettes.

    Mr Kundi's back was broken in three places and he was left paralysed from the waist down. He died in May 2015.

    London-based Meadows WR LLP admitted breaching Regulation 22 of the Construction Regulations 2007 at St Albans Crown Court.

    An investigation by the Health and Safety Executive, external (HSE) found the opening on to the next floor had no edge protection to prevent the risk of falling through.

    It was also found that MWR failed to plan, manage and monitor the work to the required standard.

    Speaking after the hearing, HSE inspector John Berezansky said: "Working at height is a high-risk activity as well as all construction work.

    "Effective controls and management is essential to avoid serious injuries and incidents like this.

    "The developer Meadows WR LLP failed in its duty to ensure such measures were in place to prevent this tragic incident."

    This was the scene at Pulham airfield in Norfolk on 13 July, 1919, when crowds turned out to cheer the pilot and crew of the R-34 airship.

    It had just completed the first two-way crossing of the Atlantic.

    The airship had set off in the early hours of 2 July, external, complete with crew, supplies and equipment - plus a stowaway and a small tabby kitten.

    After more than 100 hours in flight, it touched down in the USA. Three days later, it began its journey back to England.

    The return trip took three days, three hours and three minutes... the ship travelled 7,420 miles at an average speed of 43mph.

    The latest version of an airship successfully took off from Cardington in Bedfordshire in May, having crashed on its previous test flight.

    We've just had it confirmed from police that a cordon on Napier Road in Luton has been lifted following a controlled explosion to access a suspicious vehicle.

    A number of homes had to be evacuated following a call from a member of the public at 08:30.

    A police spokeswoman said the vehicle was deemed to be safe after checks by the bomb disposal team.

    She added that no offences had been committed.

  9. Watford development plans on displaypublished at 15:00 British Summer Time 11 July 2017

    Plans for the first phase of a £350m development near Watford General Hospital go on display today.

    Formerly known as "Watford Health Campus", the development has now been re-named "Watford Riverwell".

    The plans currently consist of a care home and residential properties, but no extension to the hospital.

    Mayor Dorothy Thornhill has responded to campaigners' criticism about the lack of commitment to developing the hospital.

    She said: "Do you think I wanted to spend 10 years as mayor, protecting land for our hospital trust, for them to say 'we're not ready yet, we've got these problems to solve'?

    "As soon as they're ready to put a spade in the ground, that will be the highlight of all of this - but it was always about jobs and homes."

  12. Man ran on to M1 twice in eight hourspublished at 13:55 British Summer Time 11 July 2017

    Police have confirmed that a man with mental health problems ran on to the M1 at junction 11 twice in a matter of hours last month.

    It happened just a few days after another man was killed on the motorway.

    The first incident occurred when the man got on to the motorway at about 21:30 on Monday, 26 June.

    The motorway had to be closed while police found him and took him to the Luton and Dunstable Hospital for assessment.

    The man was allowed to leave the mental health unit at 04:00 the following morning.

    Police said he then ran straight back on to the motorway where police had to pick him up again.

    A spokesperson from The East London NHS Foundation Trust, which runs the mental health unit at the hospital, said: "Patient care is an absolute priority for the Trust. In line with best practice, incidents of this nature are automatically investigated by the Trust.

    "We are unable to discuss details because of patient confidentiality but can confirm that a bed was available if required."

  13. Consultation on future of children's centres to beginpublished at 13:53 British Summer Time 11 July 2017

    Buckinghamshire County Council says some children's centres may have to close as they change services for families with young children.

    The council will start a 10-week consultation looking at the future of the 35 children centres.

    One of the proposals is for a new model based around nine community teams who will support families in their homes, rather than expecting them to visit children's centres.

    Warren Whyte, cabinet member for children's services, told the BBC nothing can be ruled out.

    "The type of services that the people need may be delivered through some of our existing children's centres or in other community locations," he said.

    While we await more news from Luton, let's take a quick look at what else is happening in Beds, Herts and Bucks.

    Police have told us a woman's been dragged across the forecourt of a petrol station in High Wycombe as she hung on to the door while a man stole her car.

    The woman had stopped to fill the tyres of her light blue Fiat 500 at Morrison's petrol station on Bellfield Road on Sunday when a man got into the car.

    She struggled with him before he drove off at speed while she was still holding on to the driver's door, which was open.

    The car was last seen heading down Parker Knoll Way towards Glenister Road.

    Investigating officer, Det Sgt James Faulkner, based at High Wycombe Police station, said: "It was very fortunate that the victim was not seriously injured.

    "The forecourt was very busy at this time of day with lots of people around. I am appealing for any witnesses to this to come forward, as well as any dashcam footage from vehicles."

    The offender is described as a white man aged between 25 and 35 years old, about 6ft tall, slim with gaunt features and short mousey brown hair.

    He also wore a beige or cream coloured short sleeved top and blue denim jeans.

    A controlled explosion has been carried out to gain access to a vehicle.

    Police were called this morning to reports of a "suspicious vehicle" on Napier Road.

    Insp Jim Goldsmith said the controlled explosion was "normal procedure". It's not being treated as a terror-related incident at this stage.

    I'm at the scene of the bomb scare in Luton where a controlled explosion has been carried out to gain access to a vehicle.

    I've been speaking to Insp Jim Goldmsith, who would like to reassure members of the public that this is a "normal procedure".

    Police were called to reports of a suspicious vehicle on Napier Road this morning.

    Insp Goldmsith said: "As we do with all suspicious vehicles, until we can ascertain what it is about, we follow a certain course of action to ensure everybody's safety.

    "We followed procedures and there were bits about the vehicle we weren't happy with so we've gone with specialist advice.

    "The controlled explosions are to gain entry so the explosive ordnance teams can get a better view into the vehicle.

    "There is no reason at this stage to think it's anything other than a suspicious vehicle."

    A controlled explosion has been carried out in Luton to gain access to a vehicle.

    Bedfordshire Police earlier said officers were investigating a "suspicious vehicle" after a report from a member of the public.

    Officers are currently on the scene and further work is being carried out to "make sure the vehicle is safe".

    Bedfordshire Police says "there is no wider threat to the public".

    A number of properties on Napier Road in Luton have been evacuated as a precaution while officers investigate reports of a suspicious vehicle.

    Bedfordshire Police confirmed the bomb disposal team was at the scene "as a precautionary measure".

    Alexander Majoni, who lives nearby, said several streets had been closed off.

    "I woke up at 8.30am and the street had been closed off. I could see a sniffer dog," he said.

    Mr Majoni said the bomb disposal team arrived and he saw bomb disposal robots.

    "Another police car then came and they closed off a few surrounding streets. I had to leave using the back door of my house," he said.
