John Norton, 80, and Olive Howard, 87, from High Wycombe, were in a car towing a caravan, which was travelling in the wrong direction on the northbound carriageway on 15 October.
The road was closed for 15 hours between junction 6 for Watlington and junction 8A for Oxford.
Another car driver, Stuart Richards, 32, from Stockport, also died.
West Midlands Police is leading enquiries about messages directed at a brain-injured Watford FC fan.

The boy was pronounced dead at the scene of the crash in White Horse Vale, close to the junction with Kirby Drive, Luton, at about 14:20 BST on Saturday.
