An ambitious development dubbed New Monaco, which promises 1,009 new homes on the south edge of Birmingham city centre, is set to be approved by councillors.
The £275m regeneration scheme at Bristol Street will feature 13 housing blocks, two of which will be towers rising to 26 and 29 storeys tall.
It also includes retail space and a residential hub which could accommodate a gym, cinema room, function room and car club.
Council officers recommend the planning committee formally approves the application, external next week.

The University Hospitals of North Midlands NHS Trust (UHNM) says works will take place on the road directly off the A34 at the Royal Stoke University Hospital, next to the Cancer Centre.
Bus stops will be relocated, some routes will have their access reduced and some parking will be temporarily suspended during the work, which could last up to five weeks.
The UHNM says it's carrying the work out during the school holidays as that's when the hospital is usually quieter but admits "we still anticipate major disruption and congestion".
Staffordshire Police has dealt with 950 calls related to the drug in the last three months.

A pilot scheme has been launched in Birmingham to educate people convicted of animal cruelty offences.
It's being partly run by the RSPCA after it revealed the West Midlands was one of the worst areas for reports of animal cruelty - last year there were more than 6,000 complaints .
The project has been devised to improve a participant’s understanding of animal care - and teach better emotional control and problem solving skills.

Stones erected more than a century ago to honour the local men who fought in the Boer Wars are set to form part of a new memorial in a Solihull village.
Solihull Council has confirmed that the plans to create the monument on land adjacent to Tanworth Lane, Cheswick Green, fall within permitted development rights and can proceed.
The engraved stones, which have recently been in storage, comprise of one central column and 12 tablets, and recognise the Warwickshire soldiers who had served in the South African campaigns.
They were created at some point after 1907 and were made from pillars that once formed part of the Old Law Courts and Public Offices in Moor Street, Birmingham – which were demolished in that year.
