An NHS trust is set to spend £1.3m on plans to halve the number of stillbirths and maternity incidents at hospitals in Burton-upon-Trent and Derby.
The University Hospitals of Derby and Burton NHS Foundation Trust said there was an NHS aim to meet the target by 2025.
It said it would invest extra money in maternity services - on areas such as improving bed capacity in intensive neonatal care and offering better mental health support.

Police officers are trying to find a missing 16-year-old girl who's been missing from Wakefield for five days.
Nicole Harris was last seen in the Quebec Street area of the city, but a national search has now started for her.
She is known to have links to various parts of the country including South Yorkshire, Shropshire, Humberside, Merseyside and North Wales, West Yorkshire Police said.
Nicole who is described as a "vulnerable teenager", is 5ft 3ins tall and has long brown hair and a burn scar on the side of her nose.

A couple are appealing for help to trace a driver after their dog was killed before their eyes as a car hit her and drove off.
Mark Hall and Tina Johnson's pet Tia died on Noblett Road, Sneyd Green, on Saturday afternoon.
They've appealed on Facebook for anyone who know what happened or might have recorded footage to help them.
Staffordshire Police said it's investigating and anyone with information should call their 101 number.

Fencing could be installed along a stretch of the River Wye in Hereford after a four-year-old boy fell into the water in March.
Herefordshire Council is trying to trace the landowners of a section in Rotherwas and says it would need their permission to install any barriers.
The boy was pulled from the water and taken to hospital in a life-threatening condition, but has since made a good recovery.

Walsall's new manager Darrell Clarke has pledged to get the side playing "entertaining football" to attract supporters back to the club.

Four arrests have been made by police after a man was stabbed in Stoke-on-Trent this morning., external
Staffordshire Police said it had reports the 29-year-old victim was attacked in Woolrich Street, Middleport, although officers now believe the assault happened elsewhere.
They arrested a 51-year-old man from Stoke-on-Trent on suspicion of assault Grievous Bodily Harm with intent, possession of an offensive weapon and possession of a controlled drug.
A 33-year-old woman and a 17-year-old boy, both from the city, were also arrested on suspicion of assault GBH.
A 31-year-old woman, also from Stoke-on-Trent, was arrested after a warrant was issued for failing to appear at court.
Supporters of the move to merge Shropshire's two health commissioning bodies say they have been set a target of cutting running costs by 20%.
The leaders of the Clinical Commissioning Groups have now agreed to go ahead with the move and say it could cut more than £1m from their budgets, by reducing duplication of work.
But Telford and Wrekin Council's leader, Shaun Davies, has criticised the move, saying the two areas have very different health needs and he raised concerns that the people of Telford would have to support Shropshire's CCG, which reported a deficit of more than £28m at the end of the last financial year.
Both CCGs will now asked to submit a request to NHS England by 30 September, and the new organisation could be in place by 1 April 2020.

Coventry has been ordered by the government to introduce a clean air zone, which would charge owners of the most polluting vehicles.
The city council had put forward alternative proposals, including electric taxis, cleaner buses and new walking and cycling buses, after being told to reduce nitrogen dioxide levels, but they failed to impress the Department for Environment, Food and Rural Affairs.
The council has been told to introduce the clean air zone "as soon as possible", but the member responsible for jobs and regeneration, Jim O'Boyle said the economic impact of a congestion charge would be "pretty extreme”.
Coventry City Council has been contacted for a comment.
A 23-year-old man is in hospital after being stabbed in the Small Heath area of Birmingham last night.
West Midlands Police said he suffered wounds to his abdomen, hand and arm after the attack on Hob Moor Road at 22:40.
The force said his injuries weren't thought to be life-threatening, but it believed he was deliberately targeted.
