Herefordshire Council is warning that difficult times lie ahead financially, but it believes it has sufficient reserves to be able to carry on providing services.
Its chief finance officer, Andrew Lovegrove, said because of coronavirus "the future is going to be very tough for the economy and Herefordshire will be not treated any differently".
The authority reported an overspend of almost £16m in the first three months of the financial year.
