The historic former Walsall Institute of Science and Art could be converted into more than 30 studio apartments under plans submitted to the council.
The 19th Century building is now used as offices, but as occupancy levels have dropped to as low as 30% in recent years, owners Globe House, who are based at the site, want to change its use.
It was built in 1888 to mark the Golden Jubilee of Queen Victoria the year before and used as a college for for more than 110 years.
Other uses considered for the building in the past include a nursery, nightclub, hospice and GP surgery but all have proved "unviable", agents J Mason Associates said.
The external appearance and historical features of the Grade II listed building will be mainly unaltered by the proposed redevelopment of 35 apartments, they added.

Anyone without symptoms is invited to get tested at the site, at Rocket Pool Strengthening Families Hub, in Bradley.

A woman has been arrested on suspicion of poisoning after a man was found in cardiac arrest.
Staffordshire Police officers were called by the ambulance service to a property in Rowhurst Crescent, Newcastle-under-Lyme, at 16:45 GMT on Sunday.
The man in his 30s was taken to hospital where he was in a critical condition, the force said.
A 43-year-old woman from Newcastle-under-Lyme was arrested and remains in police custody.
