The applicant said most of the building was unoccupied, with much of the space left unused for years, and was therefore no longer viable as an office block.

The 36 one-bedroom and two two-bedroom apartments will be created across the ground, first, second and third floors of the building.

The top floor offices are currently occupied and will stay the same while the lower ground floor will house a communal laundry room, cycle store and waste storage areas.

What we're seeing is young people repeatedly meeting each other, quite understandably as restrictions have been lifted, but the impact of that, particularly with the loss of the mask mandate, means that infection is spreading quite quickly among this group and the other social contacts and household contacts they may have."

Lage said he was "confident with the process we are doing" and "happy with the performance but not the result".

It is still a huge amount of money...we wouldn't just need the asking price, we'd need to make various improvements to the property. Our fear is that a private purchaser will come along, pay the asking price, put up a 6ft high fence and the public will no longer be allowed in and if that happens then we no longer have a centre for refreshment."
