Firefighters were called to Wessex Water's premises in Avonmouth, Bristol, at about 11:20 GMT.
Emergency services are leading a rescue operation. The blast is thought to have involved a chemical tank, police said.

“Emergency services were called at approximately 11.20am to reports of a large explosion involving one of the chemical tanks at the site off Kings Weston Lane,” he said.
“The fire service led the rescue operation but sadly, despite the best efforts of all those involved, we can confirm there have been four fatalities. This includes three employees of Wessex Water and one contractor.
“Specially trained officers have this afternoon made contact with each of the families of those individuals and informed them of the sad news.

Patrick McCrory was delivering furniture to a nearby building when the explosion happened.
He spoke to someone who saw the explosion.
Quote MessageI did speak with one of the workers there, and I asked him: 'Why have those rescue fire tenders just arrived with the cranes on, and they've only arrived now?' He said: 'There's still somebody missing, one of the people they haven't recovered.' He said that he had helped as part of a search party, with other colleagues to try and find people before the emergency vehicles arrived, so it was obviously quite traumatic for the people that were there.

Warehouse worker Kieran Jenkins was working nearby when the explosion happened.
Quote MessageI think it was around 11:20 or something like that. An explosion, I moved inside the warehouse and the whole warehouse was shaking. And we literally stood there in shock because we thought everything was going to fall in. People started coming out from the warehouses over there, started coming out, saying, 'look over there'. The next thing we know, we look out the windows, all we see is people running.
