People living in the new Trumpington Meadows development, external south of Cambridge say it's only a matter of time until someone is hurt at a fenced-off sports facility.
Susan Hewitt, from Trumpington Meadows Community Association, told BBC Radio Cambridgeshire young people are climbing over the walls - despite warnings over unsafe drainage.
"They're taunting teenagers with great facilities. All sides are arguing over who's responsible. The council won't adopt the land it sits on due to a flooding risk."
A combined basketball court, tennis court and five-a-side football pitch has been built for residents at the development, but poor drainage means it has been deemed unsafe.
Barratt Homes, who built the sports ground, said: "There are already three other playgrounds available at the development as well as a 148-acre country park.
"This additional amenity space, which is being provided sooner than originally required, will be handed over to the local authority once all the necessary formalities have been completed."
