    Crews were called to the ground floor home in Blowing House Hill at about 07:15.

    Gas and electricity engineers were also called to the scene. There were no reports of any injuries. One person is in custody.

    And it wasn't just looting and black market trading that saw increases. One offence recorded during was the case of a 14-year-old boy bound over by Cornish magistrates after indecently assaulting a woman in a Newlyn street in January 1940.

    He also admitted several other similar offences and said he had started by just bumping into women, using the excuse of the blackout before moving on to grabbing them.

  4. Call to end Totnes traffic flow legal battlepublished at 10:01

    Campaigners in Totnes are calling on Devon County Council to compromise by ending a lengthy court battle which is expected to run up a bill of more than £100,000.

    The dispute is over which way the traffic flows through the main shopping street in Totnes. For years traffic, went up Fore Street. But, in 2014, the council introduced a traffic order making it flow down, to stop people using it as a rat-run.

    Campaign group STAG said it had reduced traffic to such an extent that it was damaging the local economy and had put some firms out of business. Devon County Council has refused to comment until the case has been heard.

    One person has been taken into police custody after a fire broke out at a block of flats in St Austell, officers say.

    The fire broke out at the block in Blowing House Close earlier this morning. Some of the flats were evacuated but there were no reports of any injuries.

    In Devon, on the A3022 around Seaway Road in Paignton, there are reports of delays due to resurfacing work.

    - In Bideford, the A386 Barnstaple Street is partially blocked because of an accident. Traffic is slow-moving.

    - On the A38 at Kennford, heading towards Exeter, there is slow-moving traffic. 

    In Cornwall, the A390 has reopened between Chiverton Cross and Threemilestone after earlier accidents and problems with ice. However, traffic is still slow in the area.

    It's having to make £23m of cuts because of the government funding squeeze.

    Devon and Cornwall Police have defended their treatment of seized dogs following a BBC investigation.

    The investigation reveals that dogs deemed the most dangerous can be kennelled for years without exercise and limited human contact, while the courts decide their fate.
