A couple who live in a pub close to the building have been evacuated because emergency services fear the fire would spread to their premises.
Kirsty said the flames went up quickly. She said: "We heard the noise and looked out of the window and saw the flames.
"We'd seen the flames go up, it's a bit scary really.
"The pub we live in is made of wood so we didn't want to be there really."
A large fire has taken hold at a building on Exeter's Cathedral Green.
A cordon has been set up around the building, believed to be an art gallery, which faces Exeter Cathedral.
Police, paramedics and 20 fire engines have been at the scene since about 05:20. There are no reported casualties.
