Torbay Council says it will have to spend hundreds of thousands of pounds to build a new classroom to cope with rising pupils numbers after a new school was delayed.

The extra classroom will be constructed at Roselands Primary School in Paignton.

The problem has been caused by a "bulge" in numbers in the area, due to new homes and a high birth rate.

Roselands Primary, which is directly funded by the government, was originally planned to open in 2018.

But the council has a legal duty to provide the extra places needed before the new site opens in September 2020.

A council spokesman says an application was received from South West Water on 19 June for permission to close Pound Lane, which was approved nine days later.

However, he said that carnival organisers told them at a meeting on 12 August that a procession would not be going ahead because there were not enough volunteers in place "to allow the carnival to go ahead safely" and that no date had been confirmed for it either.

A fun day will still go ahead on 13 October from 10:00 to 16:00.

    BBC Radio Devon

Theresa May has told the BBC that MPs will have a choice between her proposed deal with the EU - or no deal at all.

Her comments were in response to questioning about the Bank of England's governor Mark Carney's warning that a no-deal Brexit could see house prices crash by more than a third.

Shadow Brexit secretary Keir Starmer said no-deal would be "catastrophic" and people were "too casual about it".

People in Plymouth have been sharing their views on the situation...

The UK is set to leave the EU on 29 March 2019, and negotiations between the two sides are still taking place.

Mrs May set out her proposals for the key issue of cross-border trade after a Chequers summit in July, but it has been fiercely criticised by some Brexiteers.
