Dorset's Police and Crime Commissioner said "the people of Devon and Cornwall will now be paying the same for less" as plans for a police merger between the two forces appear to have failed.
Earlier, councillors on Devon and Cornwall's Police and Crime Panel joined their Police and Crime Commissioner, Alison Hernandez, in opposing plans for a police merger.
The full decision's now expected next week.
In a statement, Dorset Police and Crime Commissioner, Martyn Underhill said he was "frustrated".
"My view on the merge is already on record and was put before the panel today.
"The business case is proved and I am frustrated that a politician has stopped a proposal put forward and supported by operational policing leaders."
Alison Hernandez previously said the merger was "dead in the water" as Devon and Cornwall Police would not benefit because council tax would have to rise to bring it in line with the level charged in Dorset.

A Northern Ireland veteran charged with attempted murder has joined protesters rallying against investigations into troops who fought in the Troubles.
A small group gathered outside the Ministry of Defence in London on Friday to demand the end to probes into historical allegations.
Others were expected to meet outside army recruitment centres elsewhere in the UK to issue warnings to prospective soldiers.
Dennis Hutchings, a 77-year-old former member of the Life Guards regiment, is accused in relation to the fatal shooting of a man with learning difficulties in 1974 and joined protesters in Plymouth.
Mr Hutchings said the historic investigations are "absolutely appalling" and called for a statute of limitations on offences for service personnel.
"We're in a situation where we're being hounded by lawyers. The government has hung us veterans out to dry," he said.
Mr Hutchings, who lives Cawsand in Cornwall, is due to stand trial in Belfast charged with attempted murder and attempted grievous bodily harm with intent. He denies the charges and is appealing the decision to have the case heard in a Diplock Court.

We are now considering how best to improve the current system and ensure that there is no unfair and disproportionate focus on former members of the Armed Forces."

The Eden Project will be part of a Danny Boyle commission to mark the centenary of Armistice Day.
On 11 November, the public is invited to gather on beaches across the UK as a nationwide gesture of remembrance for the men and women who left their homes during World War One.
The commission is called Pages of the Sea , externaland at each beach involved, there will a drawing of a large-scale portrait of a casualty from the war - designed by sand artists - which will be washed away as the tide comes in.
The Eden Project, with support from The Lost Gardens of Heligan, will be leading events at Porthmeor Beach, St Ives and other beaches around Cornwall and Devon.
Quote MessageBeaches are truly public spaces, where nobody rules other than the tide. They seem the perfect place to gather and say a final goodbye and thank you to those whose lives were taken or forever changed by World War One. I'm inviting people to watch as the faces of the fallen are etched in the sand, and for communities to come together to remember the sacrifices that were made."
