More than 200 people have been fined for littering in the first month of a 12-month pilot scheme to clean up the streets of Exeter.
Enforcement company 3GS issued 224 fixed penalty notices in August.
About 129 fines have now been paid. Two people ran away before fines could be issued.
Anyone found deliberately littering could face a £100 fine, which is reduced to £75 for littering or £60 for dog fouling if paid within 14 days.
Offenders that do not pay within 28 days will be taken to magistrates' court.
Workers on South Western Railway are to stage a series of nine fresh strikes in the coming weeks in an escalation of the bitter disputes over the role of guards on trains.
Members of the Rail, Maritime and Transport union will walk out for five days from 23 October and then on four consecutive Saturdays from 3 November.
The company has been hit by industrial action since earlier this year, with the row remaining deadlocked. The union is also in dispute with Southern, Arriva Rail North and Merseyrail over the same issue.
Quote MessageSouth Western Railway has stalled the talks process and has failed to provide any sort of offer that comes close to resolving this dispute which matches the widespread best practice in the industry, underpinned by the guard guarantee. The company should get out of the bunker and start talking with us seriously rather than sitting back and just hoping the core issues of safety, security and access will go away."
Mick Cash, RMT general secretary
South Western Railway is yet to comment.

A new Dorset and East Devon national park could be created.
Councillor Martin Shaw submitted a motion to Devon County Council to support the creation of the park.
But the local authority has deferred its decision on the project until it knows how it would be funded and what the benefits would be.
The council has now invited an independent panel that reviews national parks to Devon to discuss how it could work.
If the area became a national park, it would give the area the highest status of protection as far as landscape and scenic beauty are concerned.
It would also give the park authority direct control over residential and industrial development, and the design of buildings and other structures in the area.
The A38 in the Glynn Valley is partially blocked near Bodmin Parkway Station due to an accident. Traffic is very slow moving in both directions.
Workers on South Western Railway are to stage a series of nine fresh strikes between 23 October and 24 November in the long-running dispute over guards on trains, the RMT union announced.
