    Firefighters have repeated a warning by police for people near a fire at an electrical substation to keep their doors and windows closed while emergency services deal with the blaze.

    Devon and Somerset Fire and Rescue Service said crews from Holsworthy and Hatherleigh had been called to the scene in Pyworthy, near Holsworthy.

    They are being asked to keep their windows and doors closed due to smoke from the fire.

    A protest is taking place involving foster carers who are unhappy at changes to the way they are paid.

    Devon County Council is planning to overhaul its fee structure, with the proposals stating that half of carers would see an increase in the amount of money they receive.

    However, carers have claimed potential changes in the system could leave some losing between £5,000 and £15,000 a year.

    The council is discussing the matter in Exeter, and argues that the current system is "old-fashioned, inconsistent and unfair".

    The new model would see a basic weekly allowance of £229 per week, with an additional £58 for support groups, and the same again for training.

    The "Enhanced" rate would collect an additional £90 per week, with the "Enhanced Plus" receiving another £70 on top of that.

    The maximum weekly allowance would be £505.

    More than 35 fostering households said they were fighting Devon County Council's proposal to reduce the top allowance for a child by £31 pounds.

    Council taxpayers in Cornwall may be asked it they want to pay more on top of their bill to help fund charities and community projects in the county.

    It's an idea already being tried in the Westminster area, where wealthier people are asked to voluntarily give more money to fund projects which councils are struggling to pay for, including community transport or charities.

    In Westminster, only people living in higher council tax band properties are asked to help, and councillors in the London borough said its community contribution scheme had raised about £400,000 in just a few months.

    Cornwall Council said it was to listen to residents' views before making a decision on whether to take its idea any further.

    But Cornwall's deputy leader, Julian German, said everyone in Cornwall could be given the opportunity...

    One person has suffered what are thought to be minor injuries in a road crash on the A38 near Exeter, police say.

    Officers said a Ford Focus and a lorry were involved in the central reservation crash at Kennford, blocking two lanes.

    Significant traffic disruption is expected in the area.

    The Prison Reform Trust says cuts in staff numbers helped to create a culture of violence and drug-taking at Exeter Prison.

    The latest report into the jail said it was "very violent" with "widespread illicit drug use" and "poor living conditions" - which were all regarded as normal by staff.

    The Prison Reform Trust said resources were stripped by 25% between 2010 and 2015 and although more's been put in since then, it hasn't made up for the cuts.

    HM Prison and Probation Service said it had provided extra funding to improve living conditions, tackle violence and prevent drug use.

    Torbay Hospital had a never event in August.

    Never events are medical mistakes so serious they should never happen.

    A patient at the hospital had dental props removed in recovery rather than the operating theatre.

    The hospital said the patient came to no harm and safety was of "utmost importance".

    It's the second never event at Torbay in 2018.
